L. Brown, P.E., Esq. |
Prior to opening her own practice, Debbie practiced for nearly
seven years in the Construction and Surety Practice Group at
Pierce Atwood, Maine’s largest law firm, and then practiced
for nearly five years in the Litigation Department of Marcus,
Clegg & Mistretta. Throughout her career, she has concentrated
primarily on construction and commercial law, from contract
preparation and mediation all the way through to litigation
and executing on judgments. Her work in this area is aided considerably
by her status as a registered Professional Engineer and by her
five years of experience prior to law school working in the
Navy Civil Engineer Corps as a construction project manager.
Debbie’s legal practice includes representation of sureties,
general contractors, subcontractors, and owners in arbitration,
mediation, and litigation of a wide variety of construction
disputes. She is also experienced in other types of commercial
disputes, many of them involving technical issues.
Debbie has significant experience in litigation, arbitration,
and mediation. Her representative matters include bid disputes,
delay claims, faulty workmanship/faulty design claims, interpleader
under a payment bond, various issues relating to scope of performance,
bond liability, lien actions, and numerous disputes arising
under the Uniform Commercial Code.
Debbie has co-authored several articles and book chapters,
including the “Maine” chapter in A.H. Gaede, Jr.,
Walter G. Browning, Walter J. Sears, III, & Axel Bolvig
III, Fifty State Public Construction Contracting (Wiley 1996);
the “Maine” chapter in Robert F. Cushman and Stephen
D. Butler, Fifty State Construction Lien and Bond Law (Aspen
Law & Business 2000), and the “Maine” chapter
in Stephen G. Walker, Richard A. Holderness, and Stephen D.
Butler (eds.) State-by-State Guide to Architect, Engineer,
Contractor Licensing (Aspen Law & Business 1999).
Debbie is a member of the bar in the State of Maine (1993),
the Commonwealth of Massachusetts (1994), the United States
District Court for the District of Maine (1993), and the Northern
District of New York (1994), and the United States Court of
Federal Claims (2005). In addition, Debbie is a member of
the Maine Trial Lawyers Association, and the Cumberland County,
Maine, and Massachusetts Bar Associations. She also is a member
of the National Society of Professional Engineers and the
Maine Society of Professional Engineers, and serves on the
Associated Constructors of Maine Building Committee.
From 1985 to 1990, Debbie served as an officer
in the Navy Civil Engineer Corps, working as a construction
project manager at NAS Pensacola, Florida, and NAS Brunswick,
Maine. During that time Debbie managed over 65 construction
projects whose total value exceeded $28 million, and through
which she gained a strong working knowledge of government
construction contracting procedures.
Debbie holds a
B.S. with merit (1985) from the United States Naval Academy;
an M.B.A. (1989) from New Hampshire College; and a J.D. cum
laude (1993) from Boston University School of Law. In law
school she was awarded the American Jurisprudence Award in
Property and served as Editor of the Boston University Law
Review.
